IMPORTANT! HOA Membership Vote for Intrusion Detection System and Gate Modifications
Dear Neighbors,
In the next few days, you will receive a letter in the mail from Seabreeze Management Company with information and a secret ballot on an important neighborhood vote.
This ballot seeks your vote to decide if the Association should proceed with purchasing and installing the intrusion detection system proposed by Scylla, and to replace and upgrade the Fire Road gates, which were both discussed during a Town Hall meeting presentation that was held on March 10th.
The board has decided to put the matter out to Association vote using this secret written ballot. The vote will adhere to the Bylaws by requiring a minimum response of 25 percent of the voting power to meet quorum. If quorum is met, the majority of responses to each question will prevail in determining further action on this subject. Ballots must be received by mail by May 19, 2022 at 6:00 PM.

Above is a sample of the letter that the ballot will arrive in from Seabreeze Management Company. Ballots must be received by mail by May 19, 2022 at 6:00 PM. Hand delivered ballots will not be accepted.

Proposal Summary:
The intrusion detection system would effectively extend access control monitoring to fire roads and other blind spots, as well as significantly enhance gate personnel's ability to detect unauthorized entries at our main entries. Installation of this system would include the following:
Replace all onsite hardware with professionally installed and secured equipment.
Add 18 new cameras at strategic locations to achieve zonal coverage.
Use existing cameras and bring them into a unified monitoring system.
Cameras will primarily operate through low-voltage power. Remote devices will be solar-powered. Scylla will provide periodic maintenance.
Add License Plate Database and Recognition at both gates
System alerts can be viewed and managed at either or both Gatehouses, and by tablet.
Cost:
The cost for this system is roughly equivalent to that of the additional guard at the upper Wedgewood gate for a full year. However, aside from a nominal annual fee it is a one-time expense and possibly allow us to reduce staffing at the Wedgewood gates through this supplemental technology solution. This item is not included in the current fiscal budget.
The proposed intrusion detection system quote is $90,804.12, which includes an annual license & support fee of $3,250. Should the Association vote in favor of adding Scylla’s intrusion detection system a one-time individual assessment of $698.50 per home would result.
Should the Association also vote in favor of also replacing and upgrading the gates on the Fire Roads, a one-time individual assessment of $238.47 would be added, for a total one-time individual assessment of $936.97 per home. This item and assessment are subject to the Association receiving municipal approval to replace the gates.
The secret ballot provides the following options:
Add intrusion detection, upgrade Fire Road gates and assess one-time fee of $936.37
Add intrusion detection only and assess one-time fee of $698.50
Do not add intrusion detection or upgrade Fire Road gates and do not assess fee
If you vote in favor of items 1 or 2 above, you will then vote on the below options:
Offset cost by reducing budgeted cost of staff at the Wedgewood gatehouse and lowering corresponding monthly dues.
Do not offset cost by reducing staff at the Wedgwood gatehouse.
