IMPORTANT! HOA Membership Vote for Wedgewood Guard and Intrusion Detection System

Dear Neighbors,

You should have recently received a letter from Seabreeze with information and a secret ballot on an important neighborhood vote. The deadline to return ballots by mail is upcoming and must be received by Wednesday, August 31, 2022. Hand delivered ballots will not be accepted.

This ballot seeks your vote on two separate initiatives.

The first initiative is an "up or down vote" to decide if the Association should keep or remove the Wedgewood Gatehouse Attendant.

The second initiative is to decide if the Association should proceed with purchasing and installing an Intrusion Detection system that would extend video monitoring beyond our gates to common areas where unauthorized access into the community can be easily achieved, such as on the fire access roads and the hillside facing the Cabrinis.

The board has decided to put these matters out to Association vote using this secret written ballot. The vote will adhere to the Bylaws by requiring a minimum response of 25 percent of the voting power to meet quorum. If quorum is met, the majority of responses to each initiative will prevail in determining further action on this subject.

Ballot Summary:

2022 Membership Vote for 1) Wedgewood Gate Attendant and 2) Extended Access Control

Deadline to Return Ballots: August 31, 2022

Purpose: This ballot seeks your vote to decide on two (2) unrelated items, as follows:

ITEM 1) SHOULD THE HOA REMOVE THE WEDGEWOOD GATEHOUSE ATTENDANT? The currently approved HOA budget includes a monthly expense of $5,600 to staff the Wedgewood Gatehouse between the hours of 10AM and 6PM, seven days a week. If the membership votes YES, in favor of removing the Wedgewood attendant, the board has earmarked up to $5,000 to cover costs to replace and/or repair gatehouse monitoring and access systems and improve visitor signage.

A YES vote will result in a possible $51,000 total budget reduction, equating to a $4,250 monthly reduction (an estimated monthly dues reduction of $32.69 per member) based on the vote and subsequent ratification being completed with a full 10 months remaining in the current budget cycle

ITEM 2) SHOULD THE HOA EXTEND ACCESS CONTROL CAPABILITY BY ADDING INTRUSION DETECTION SYSTEM? The Scylla Intrusion Detection system would extend video monitoring beyond our gates to common areas where unauthorized access into the community can be easily achieved, such as on the fire access roads and the hillside facing the Cabrinis. The system would unite a total of 33 property cameras into a single platform and use artificial intelligence (AI) to detect unusual activity and push real time alerts to our gate personnel. It functions similar to the Ring camera system, but with greater range, more sophistication and direct support.

A YES vote indicates that you would like to proceed with a one-time special assessment to each homeowner of $698.50 to extend access control to fire roads and accessible hillsides by adding Scylla Intrusion Detection at a total one-time cost to the HOA of $90,804.12.

Since the last vote, a third quote has been obtained. Quotes are as follows:

Scylla remains the lowest and most responsive bidder and has agreed to proceed with their original quote, while also enhancing their offering with smoke and fire detection AI as described above.

Privacy note: Per Davis-Stirling.com, California associations can lawfully install video surveillance cameras in the common areas so long as they are not viewing areas where people have a reasonable expectation of privacy, such as restrooms, locker rooms, or the interior of an owner’s unit.
